Godongwana said in a statement to parliament on medium-term fiscal policy:
“The SRD grant was launched in May 2020 as a temporary measure to meet the needs of those most affected by the closure measures.
Since then, it has been updated several times. The debate about the future of the is constant and involves very difficult financial decisions and compromises.
But because approvals from the South African Social Security Agency (SASSA) plummeted, millions of people who previously received benefits have not received them since April.
According to SASSA, the number of people receiving benefits fell from 10.9 million in March to just under 4.8 million in April. The number of inquiries also fell sharply during this period, from around 15.8 million in March to 8.1 million in April.
The number of applications and approvals has increased since March, but is still well below the 10.5 million limit set by the Department for Social Development (DSD). In August, the number of applications was just over 12 million and the number of approvals was 7.4 million, SASSA said in response to a congressional inquiry.
The Institute for Economic Justice (IEJ) expressed concern about the decline. Nearly a third of the SRD grant budget has remained unused since March, co-founder Neil Coleman said in a presentation earlier that month.
According to Coleman, “these grants target the poorest South Africans on the brink of poverty and hunger”, so waste is a real problem. It said it was the criteria for R350 resources that excluded potential beneficiaries, the bank’s strict verification requirements, and the fact that applications were only available through an online system.

- Visit the SASSA SRD website ”srd.sassa.gov.za”
- Scroll down and select ‘click here to apply online’
- Enter your mobile number and click “send sms”
- Then enter the (OTP) one time pin that Sassa has sent to the number you entered.
- Complete the steps requested by Sassa to continue the application process.
To access or review an SRD grant application, applicants must consent to Sassa verifying their identity, residence, income, or social security benefits. The beneficiary must also accept and agree to the declaration.
